ロシアがサハリン経由北海道周りで「電気」を直接する話を日本に持ちかけています。
日本がこれまで電気を得ている方法は、
1)石油、石炭、LNGを燃やす化石燃料による火力発電
2)風力、太陽光(熱も含む)、地熱による自然活用発電
3)原子力(この目は日本の選択として×になりました)
といずれも、発電機を回すエネルギー源を輸入し、日本国内で発電しています。
そこにロシアが資源ではなく商品として｢電気｣を直接売ろうというのです。
電気は蓄電池という手段はありますが、上に示したエネルギー源ほど簡単(常温で LNGは冷却していますが)に高い密度を保ち船で運ぶわけにはいきません。
そこで、サハリンと北海道の間に電気を送る電線を海底布設し、サハリンで発電した電気を北海道に送ろうというのです。
更には、北海道と本州を結ぶ海底電気ケーブルを通じて日本全国に届けたいと。
売値は1kwh当たり10円を切りたいとのこと。
他の発電方法とのコスト比較するととても魅力的です。
また、サハリンと北海道間のケーブルや施設費用はロシアが負担するとのこと。
サハリンでは、サハリン沖で採取できるLNGを元に発電し、この事業に弾みが付けば極東地域の水力発電所ともケーブルを繋ごうとしています。水力と聞くと自然エネルギーですから更に魅力があります。
中東に頼ってきた石油資源に代わり直接電気を輸入できれば、発電所の建設費用が不要となり施設維持面でも魅力的です。
更にその資源を運ぶ船やその運航コストや運行に必要な重油が不要となりますので更に自然に優しいと考えられます。
良いことだけではないと思っています。
電気が不足すると速効で生産活動や生活に影響が出る日本です。
ロシアが急に値上げすると言っても逆らえなくなります。
また、LNGも何時まででもあるわけではありません。
近い将来自然エネルギーに転換してもらいたいのですが、真剣に取り組もうとする人が少ない現在、上記のデメリットが出ないように出来ればこのロシアからの買電が日本のエネルギー調達の選択肢として有っても良いのかと思います。
